LADWP Feed-in Tariff Re-Offer

The Los Angeles Department of Water and Power (LADWP) has launched a clean energy program which is currently the nation's largest rooftop solar Feed-in Tariff (FIT) program, enabling hundreds of building owners to create solar power plants on their rooftops and sell solar power back to the Utility's power grid. Solar system owners receive a fixed revenue stream from LADWP for the energy that the panels produce for a period of 20 years. The end goal of the program is to meet the state mandated renewable energy procurement targets, with a target of 50% renewable energy by 2030.

The program has been in place since January 11, 2013 when the Board of Water and Power Commissioners approved the first component of the 150 MW FIT Program. The Program goal is to encourage renewable energy development within the Los Angeles Basin and to help meet the 50% Renewable Portfolio Standard mandate by December 31, 2030.

Applications for the FIT Program are open to all Eligible Renewable Energy Resources ranging in size from 30 kW to 3 MW.

The Program is comprised of two components: a 35-MW set pricing component (SetFIT) open to all qualified applicants on a first-come, first-served basis and a 30-MW competitively-bid component (BlockFIT) geared towards larger and more experienced developers. The 30-MW BlockFiT component is offered as six (6) 5-MW blocks, which applicants will competitively bid for and contracts will be awarded by least cost. Both SetFiT and BlockFiT components were  launched concurrently in July 2017.

Financing Scenarios

There are two scenarios under which you can participate in this program to generate unbeatable returns:

Ownership

If you are able to make the investment in the solar system and can utilize the tax benefits, then you can own the solar system on your roof and sell power to LADWP under a 20 year contract.

Based on our financial modeling under this scenario, you will generate an annual return of greater than 15% for a 20 year period

Lease Your Roof

If you chose not to make the investment in the solar system and/or cannot utilize the tax benefits, than you can lease your roof space to an investor who will install and own the solar system and sell the electricity to LADWP.

The investor will pay you a very attractive monthly lease payment for usage of your roof space.
